
First Deputy Prime Minister and Minister of Interior Sheikh Fahd Al-Yousef issued Ministerial Resolution No. 1386 of 2025 regarding the entry of foreigners residing in one of the Gulf Cooperation Council (GCC) countries into the country with a tourist entry visa, issued directly at the port of entry.
The text of the decision states the following:
After reviewing Decree-Law No. 2024/114 regarding the Foreigners’ Residence Law. And Resolution No. 2008/1228 regarding allowing foreigners residing in one of the Gulf Cooperation Council countries to enter the country with a tourist entry visa granted directly at the port, and its amendments. Based on the proposal of the Undersecretary of the Ministry.
He Decided :
- Article (1) Without prejudice to the provisions of Decree-Law No. 114/2024 referred to, foreigners residing in one of the Gulf Cooperation Council countries – who have a valid residence permit of no less than six months – may enter the country with a tourist entry visa, which is issued directly at the port.
- Article (2) Resolution No. 2008/1228 referred to herein shall be cancelled, as shall any provision that contradicts or conflicts with the provisions of this resolution.
- Article (3) The Undersecretary of the Ministry shall be assigned to implement this decision, which shall be effective from the date of its publication in the Official Gazette.
